Throughout its history, the International Joint Commission has found that consultation with the public is extremely valuable as it provides unfettered communication and insight. Moreover, the Boundary Waters Treaty of 1909 provides that all interested parties in any proceeding before the Commission be given a “convenient opportunity to be heard.” That’s why the Commission appointed a Public Interest Advisory Group to advise the Study Board on outreach and communication.
